This is a Rolex Oyster "ROYAL" that was sold in the 1930s by Mappin & Webb, a British royal jeweler established in 1774 and headquartered in Regent Street, London. The dial design, unique to the 30's, has a silver mirrored circle inside the outer minute markers, balanced by printed Arabic numerals and blued steel old leaf.
